Declarations of Disclosable Pecuniary and Non Disclosable Pecuniary/Other Interests

Minutes:

1.     Councillor Robert Sears-Piccavey declared a Non Disclosable Pecuniary/Other Interest in respect of application V/2017/0022, E.ON UK Plc and Mr. and Mrs. Hankin, remove Condition 1 of Planning Permission V/2013/0669 to allow permanent use of car park, Sherwood Business Park, Willow Drive, Annesley.  His interest arose from the fact that he was known to the Applicant.

 

2.     Councillor Sam Wilson declared a Non Disclosable Pecuniary/Other Interest in respect of application V/2017/0022, E.ON UK Plc and Mr. and Mrs. Hankin, remove Condition 1 of Planning Permission V/2013/0669 to allow permanent use of car park, Sherwood Business Park, Willow Drive, Annesley.  His interest arose from the fact that he was known to the Applicant.

RESOLVED that

1.          Application V/2017/0022, E.ON UK Plc and Mr. and Mrs. Hankin, remove Condition 1 of Planning Permission V/2013/0669 to allow permanent use of car park, Sherwood Business Park, Willow Drive, Annesley.

 

(Councillors Robert Sears-Piccavey and Sam Wilson had previously declared a Non Disclosable Pecuniary/Other Interest in respect of this item.  In view of the nature of their interest they remained in the meeting took part in the discussion and voting thereon).

 

Mr. M. Jackson and Mr. R. Rogers on behalf of the applicant, took the opportunity to address the Committee in respect of this matter.

 

It was moved and seconded that conditional consent be granted subject to a deed of variation to the previous Section 106 Agreement being agreed.  If a deed of variation was not agreed, executed and signed within 3 months it be noted that the proposal may be reconsidered as it may not amount to being a sustainable development.

 

2.          Application V/2016/0737, Mr. A. McGivern, Chardstock Management Services Ltd, outline application for the erection of 24 one and two bedroom apartments and associated works, land at junction of Outram Street and Park Street, Sutton in Ashfield.

 

The Development Management Team Leader asked the Committee to note that there was an error in the report as the application had in fact been referred to the Planning Committee at the request of Councillor Amanda Brown.

 

In accordance with the Council’s Policy for dealing with late matters in relation to planning applications (Minute No. D4.17, 1993/94 refers), the Development Management Team Leader proceeded to give a verbal report as to additional comments received in relation to the application as follows:-

 

ADC Housing Policy and Development Officer

Commented on the demand for housing in the Outram Street/New Cross area, with 2 bed flats being the most popular.  In the last couple of years only 2 of the existing 2 bed flats have become empty and they attracted an average of 66 bids. 

 

In accordance with paragraph 9.1(c) of the Code of Conduct and Procedures in respect of the Planning Services, Councillor Amanda Brown addressed the Committee in respect of this application.

 

It was moved and seconded that conditional consent be granted subject to the satisfactory completion of a Section 106 Agreement.  If a deed of variation was not agreed, executed and signed within 3 months it be noted that the proposal may be reconsidered as it may not amount to being a sustainable development.

 

Furthermore, an additional condition be added to the permission as follows:-

 

 

Condition 9

No development shall commence on site (including any works of demolition), until a Construction Method Statement, which shall include the following:

 

a) details of the parking arrangements for vehicles of site operatives, delivery vehicles and visitors;

b) details of arrangements for loading and unloading of plant and materials;

c) details of the arrangements for storage of plant and materials used in constructing the development;

d) details of wheel washing facilities;
