Councillor Jim Aspinall declared a Non Disclosable Pecuniary/Other Interest in respect of application V/2017/0266, CCIG Limited, 2 storey rear extension, Woodland Medical Practice, Bluebell Wood Way, Sutton in Ashfield.  His interest arose from the fact that he had spoken with the applicant and residents but in doing so had not expressed an opinion.

(Councillor Jim Aspinall had previously declared a Non Disclosable Pecuniary/Other Interest in respect of this item.  In view of the nature of his interest he remained in the meeting and took part in the discussion and voting thereon).


Mrs. K. Coleman, an objector to the application, took the opportunity to address the Committee in respect of this matter.


It was moved and seconded that consideration of this application be deferred to the next meeting to enable further discussions to be undertaken with the Applicant with regard to the design and layout of the proposed development.


2.         Application V/2017/0212, Lacie Mai Developments, outline application with all matters reserved for a maximum of 6 dwellings, land at Hilltop Farm, Mansfield Road, Skegby, Sutton in Ashfield.


Mr. P. Anthony, the Agent for the Applicant, took the opportunity to address the Committee in respect of this matter.


In accordance with paragraph 9.1(c) of the Code of Conduct and Procedures in respect of the Planning Services, Councillor Helen-Ann Smith addressed the Committee in respect of this application.


It was moved by Councillor Sam Wilson and seconded by Councillor Lee Anderson that the recommendation contained within the report be rejected and that conditional outline planning consent be approved. 


The decision to grant permission was taken by the Planning Committee having regard to the policies and proposals in the Ashfield Local Plan Review (2002) and all relevant material considerations, including Supplementary Planning Guidance.  It was considered by the Planning Committee that the proposal would not adversely affect highway safety and would amount to a sustainable development.  It was also considered not to represent piecemeal development which would prejudice the comprehensive development of this and the adjacent site or that it would result in a form of in appropriate development in the countryside which would affect its openness and character.


It was consequently agreed that the following conditions be attached to this permission:-



1. The formal approval of the Local Planning Authority shall be obtained prior to the commencement of any development with regard to the following Reserved Matters:

(a) Layout

(b) Scale

(c) Appearance

(d) Access

(e) Landscaping

2. Application for approval of the Reserved Matters shall be made to the Local Planning Authority before the expiration of three years from the date of this permission.

3. The development to which this permission relates shall be begun not later than the expiration of 2 years from the final approval of the Reserved Matters or, in the case of approval on different dates, the final approval of the last such matter to be approved.



To comply with the requirements of Section 92 of the Town and Country Planning Act 1990 as amended.
