Minutes:

Councillors Lee Anderson, Tim Brown, Cheryl Butler, David Griffiths declared Non Disclosable Pecuniary/Other Interests in respect of applications V/2017/0645 Rippon Homes Limited, Variation of Condition 2 of Planning Application V/2015/0533 – substitute housing type to plots 14-19, land between Pleasley Road and North of Mansfield Road, Skegby, Sutton in Ashfield and V/2017/0646, Rippon Homes Limited, Erection of dwelling, land between Pleasley Road and North of Mansfield Road, Skegby, Sutton in Ashfield.  Their interests arose from the fact that they were known to the representative speaking on behalf of the Applicant.

RESOLVED that

1.         Application V/2017/0640, Mr. S. Greatorex, Demolition of existing outbuilding and erection of coffee shop with self-contained apartment and associated access, 116 Alfreton Road, Underwood.

 

Mr. M. Cully, on behalf of the Applicant, took the opportunity to address the Committee in respect of this matter.

 

In accordance with paragraph 9.1(c) of the Code of Conduct and Procedures in respect of the Planning Services, Councillor Robert Sears-Piccavey addressed the Committee in respect of this application.

 

It was moved by Councillor Sam Wilson and seconded by Councillor Jason Zadrozny that the recommendation contained within the report be rejected and that conditional outline planning consent be approved.

 

It was considered by the Planning Committee that the proposed development would support local business growth and not result in the increased likelihood of sporadic or opportunistic parking directly outside the site on Sandhills Road.  Furthermore, it would not have a detrimental impact on the free, safe movement of traffic or pedestrians within the locality.

 

It was consequently agreed that the following conditions be attached to this permission:-

 

Conditions:-

 

1.    The development hereby approved shall be begun before the      expiration of 3 years from the date of this permission.

 

2.     No development shall take place until samples of the materials and finishes to be used for the external elevations and roof of the proposal have been agreed in writing by the Local Planning Authority.  Thereafter the development shall be carried out with those materials, unless the Local Planning Authority gives written approval to any variation.

 

3.     The use of the hereby permitted development for Coffee Shop shall take place during the following hours:

 

07.30am to 15.00pm Monday to Fridays

08.00am to 14.00pm Saturdays

09.00am to 13.00pm Sundays, Bank and Public Holidays

 

4.     The premises shall be used only for Coffee Shop use and for no other purpose (including any other purpose in Class A3 of the Schedule to the Town and Country Planning (Use Classes) Order 1990, or in any provision equivalent to that Class in any statutory instrument revoking and re-enacting that Order with or without modification).

 

5.     The first floor window(s) shall be installed as per Drawing No: 16.08.117 - 03c (received 3rd January 2018) and shall remain in perpetuity for the life of the development. Such work to be completed prior to the commencement of use of the hereby permitted development.

 

6.     No part of the development hereby permitted shall be brought into use until the parking areas are provided in accordance with the approved plan Drawing No: 16.08.117 - 04b received 3rd January 2018. The parking areas shall not be used for any purposes other than parking/loading and unloading of vehicles and shall remain in perpetuity for the life of the development.
